DOT drug testing: who needs it, who doesn't

Federal drug and alcohol testing follows the CDL. If your trucks need a CDL, you need a testing program, and an owner-operator with their own authority needs a consortium for random tests. If they don't, such as a 26 ft box truck under 26,001 lb or a non-CDL hotshot, the federal rules don't apply.
