DOT drug testing consortium: your random pool, run for you

Every driver of a tractor-trailer needs a CDL, and every CDL carrier with its own authority must be in a random drug and alcohol testing pool. A one-truck carrier can't be a pool by itself. A consortium puts you in one with other carriers and runs the selections, tests and records for you.

Why not test yourself? The rule for a carrier that employs only itself as a driver is clear: random testing must run in a pool of two or more covered drivers. A consortium pool is how one-truck carriers meet it, and it keeps the selection out of your own hands.

Federal testing applies to drivers who need a CDL. That one test decides it.

YES, YOU NEED A PROGRAM

Tractor-trailer with your own authority

Any combination at 26,001 lb or more pulling a trailer rated over 10,000 lb needs a Class A CDL. That covers every power only, dry van, reefer, flatbed and intermodal rig. With your own MC, you need a consortium or your own program.

NO, FEDERAL TESTING DOESN'T APPLY

Non-CDL box truck or hotshot

A 26 ft box truck under 26,001 lb, or a hotshot setup under the CDL thresholds, hauling no placarded hazmat, is outside Part 382. A customer may still ask for testing by contract.

One thing a consortium can't do is your job as the employer. You are still responsible for making sure you don't drive after a positive test or a refusal, and for answering an auditor. The consortium gives you the paperwork to show you did it right.

HOW TO ENROLL

Four steps before your first load

Do these in order. The pre-employment test must come back negative before you drive a CDL truck for your own company.

    Pick a consortium

    Compare what's included: random pool, MRO, collection sites, Clearinghouse reporting, records. Enroll and get your certificate.

  2. 2

    Add your driver or drivers

    Yourself first. Each driver you hire later joins the same pool.

  3. 3

    Designate the C/TPA in the Clearinghouse

    Log in to the FMCSA Clearinghouse as the employer and name your consortium as your C/TPA so it can report and query for you.

  4. 4

    Take a pre-employment drug test

    At a collection site the consortium sends you to. A verified negative result is required before you drive.

SWITCHING CONSORTIUMS

Moving pools without a gap

You can change consortiums when your membership renews or sooner. The rule is that you can't drive outside a random pool, so join the new one before leaving the old. Ask your old consortium for your testing records, since you must keep them for audits whoever held them.

WHEN YOU SWITCH

  • Enroll with the new consortium first
  • Change the C/TPA designation in the Clearinghouse
  • Get copies of your past results and selection records
  • Cancel the old membership after the new one is active
  • Keep the new certificate where brokers can see it

ONE DRIVER VS SEVERAL

Owner operator DOT random consortium: adding drivers

Each new CDL driver needs a pre-employment test and a Clearinghouse query before driving, and then joins your consortium pool. Under the published pricing, an owner-operator plan with three drivers runs $135 a year in membership, while the fleet plan is $295 a year for unlimited drivers. Somewhere past a handful of drivers the fleet plan is simply cheaper.

The random rates stay the same however big your fleet is: the pool, not your company, is tested at 50% for drugs and 10% for alcohol a year. With more drivers in your company, more of those selections will land on your people, so budget for test fees per driver too.

01What does a DOT consortium cost for one driver?

Vertical Identity lists its owner-operator plan at $85 a year for the first driver and $25 a year for each additional driver, with no setup fee, as checked in October 2026. Tests are billed when they happen: $69 for a drug test and $59 for a breath alcohol test. Other consortiums price differently, so compare what is included.

02How often am I randomly selected?

There is no fixed schedule. For 2026, the pool must test at least 50% of its drivers for drugs and 10% for alcohol over the year, with selections spread through the year. Every driver has the same chance each time, so you might be picked twice in one year or not at all.

03Do owner-operators have to be in a drug testing consortium?

If you need a CDL and run under your own authority, you must be in a random testing pool of two or more drivers. A one-person carrier can't make a pool of one, so in practice that means joining a consortium. If you are leased on to a carrier, you test under its program instead.

04How fast can I join a consortium?

Often the same day. Vertical Identity states average activation under two hours. Joining is only part of it, though: you also need to designate the consortium in the Clearinghouse and get a verified negative pre-employment drug test before you drive your first load.

05Do power only owner-operators need a drug testing consortium?

Yes. A power only tractor pulling a loaded trailer rated over 10,000 lb at a combined weight of 26,001 lb or more needs a Class A CDL, so the driver falls under DOT drug and alcohol testing. With your own authority, that means a random pool, which for one truck means a consortium.
